On the morning of May 7, 2026, in Hanoi, Energy and Environment Consultancy Joint Stock Company (VNEEC), in collaboration with the Ministry of Finance and the Southeast Asia Energy Transition Partnership (ETP) managed by the United Nations Office for Project Services (UNOPS), organized the Final Workshop under the Technical Assistance Project: “Vietnam Carbon Trade Exchange – Pilot Preparation with Ministry of Finance.”
The workshop provided a platform for regulatory bodies, experts, and stakeholders to review the research findings and technical assistance activities implemented throughout the project. Participants also received updates on the development of the legal framework and discussed operational requirements for the upcoming pilot phase of the domestic carbon trading platform.

In her opening remarks, Ms. Vu Thi Chau Quynh – Deputy Director General of the Legal Department under the Ministry of Finance, emphasized that the establishment and operation of a domestic carbon trade exchange is a crucial step toward promoting greenhouse gas (GHG) emission reductions. She noted that this initiative creates momentum for a green transition and aligns with Vietnam’s commitment to achieving “Net Zero” emissions by 2050. According to Ms. Quynh, the project’s research findings and recommendations will serve as a valuable reference for refining mechanisms and implementing the carbon market in the coming period.

Representing ETP and UNOPS, Mr. John Robert Cotton – Deputy Program Manager of ETP, acknowledged the project’s positive outcomes in laying the foundation for Vietnam’s carbon market. He further reaffirmed ETP’s commitment to continuing its partnership with relevant agencies throughout the upcoming phases.

Opening the technical session, Mr. Do Thanh Lam – representative of the Legal Department under the Ministry of Finance, provided updates on the latest policies governing the management and development of Vietnam’s carbon market. Key updates included Decree No. 29/2026/ND-CP on the domestic carbon trade exchange and Decree No. 112/2026/ND-CP regarding the international exchange of GHG emission reduction results and carbon credits, along with relevant guiding circulars. The presentation focused on clarifying the market operation model, trading mechanisms, the national registry system, and the strategic direction for carbon market development in the near future.

Representing the international expert group, Mr. Michael Mehling – Deputy Director of the Center for Energy and Environmental Policy Research (CEEPR) at the Massachusetts Institute of Technology (MIT), shared key policy recommendations for the pilot phase of Vietnam’s carbon trade exchange. These recommendations focused on finalizing the legal framework, strengthening inter-ministerial coordination between the Ministry of Finance and the Ministry of Agriculture and Environment, developing synchronized technical infrastructure, and establishing market oversight mechanisms to ensure the transparency and financial sustainability of the domestic carbon market.

Notably, Ms. Dang Hong Hanh – Lead Consultant, Co-founder and CEO of VNEEC, summarized the project’s outstanding achievements. According to her report, the project conducted in-depth technical analyses of the carbon trade exchange’s operational model, trading mechanisms, and market oversight. It also featured comprehensive socio – economic – environmental impact assessments and cost-revenue evaluations, while proposing a phased roadmap for the implementation of the carbon market in Vietnam.
Furthermore, the project’s training and capacity-building activities attracted widespread participation from enterprises allocated GHG quotas, financial institutions, and relevant stakeholders. These initiatives have significantly enhanced market readiness and assisted parties in gaining a clear understanding of their responsibilities and compliance obligations when participating in the carbon market.

The studies were developed by referencing international experiences from various Emission Trading Systems (ETS), such as the EU ETS, UK ETS, South Korea, China, and California, while closely aligning with Vietnam’s legal framework and practical conditions.
The concluding discussion session recorded numerous exchanges regarding legal requirements, technical infrastructure, and market readiness for the implementation of the carbon trade exchange in Vietnam. Delegates also shared various proposals aimed at refining the operational mechanism and strengthening coordination among stakeholders in the upcoming pilot phase.
Through this project, VNEEC continues to affirm its role as a connecting entity and a provider of technical expertise in the process of building and developing Vietnam’s carbon market, contributing to the realization of the “Net Zero” target by 2050.
