On the morning of June 12, 2026, in Hanoi, Energy and Environment Consultancy Joint Stock Company (VNEEC) supported the Department of Climate Change under the Ministry of Agriculture and Environment (MAE) and the Southeast Asia Energy Transition Partnership (ETP), managed by the United Nations Office for Project Services (UNOPS) in organizing the Workshop “Promoting Cooperation on Internationally Transferred Mitigation Outcomes Towards National and Corporate Emission Reduction Commitments”.

The workshop was held to provide updates on the new regulations under Decree No. 112/2026/ND-CP regarding the international transfer of greenhouse gas (GHG) emission mitigation outcomes and carbon credits. Concurrently, it aimed to promote the effective implementation of Article 6 of the Paris Agreement in Vietnam. The event also served as a forum for regulatory authorities, international organizations, and businesses to discuss cooperation opportunities, support needs, and emerging trends in the global carbon market.

In his opening remarks, Mr. Nguyen Tuan Quang, Deputy Director General of the Department of Climate Change, MAE, emphasized that carbon market development is one of the key solutions for Vietnam to meet its net-zero emissions target by 2050. He noted that the global carbon credit market is experiencing robust growth and is projected to reach approximately USD 24 billion by 2030. In this context, raising awareness and building capacity for the business community are considered crucial to effectively capitalizing on opportunities from the international carbon market.

The representative of ETP also assessed that the issuance of Decree No. 112/2026/ND-CP marks a significant step forward for Vietnam in its process of fulfilling climate commitments. At the same time, ETP affirmed that it will continue to accompany the Department of Climate Change, MAE, and relevant stakeholders in the implementation phase of the Decree, as well as in piloting the GHG emission allowance trading and carbon credit system in the coming time.

In his presentation, Mr. Nguyen Thanh Cong, Deputy Head of the Carbon Market Division under the Department of Climate Change, introduced the regulations on the international transfer of GHG mitigation outcomes and carbon credits under Decree No. 112/2026/ND-CP. He emphasized that finalizing the legal framework will create favorable conditions for organizations and businesses to participate in the global carbon market, while ensuring transparency and avoiding double counting in recording emission reduction outcomes.

Notably, Ms. Dang Hong Hanh, Co-founder and Director of VNEEC, shared insights regarding Vietnam’s potential to participate in the international carbon market. She pointed out that energy, agriculture, and forestry are key sectors with substantial opportunities for carbon credit development, which are attracting growing interest from global partners. Ms. Hanh emphasized that meeting international standards on credit quality, traceability, and data transparency will be the core factor enabling Vietnamese enterprises to effectively leverage the aforementioned opportunities.

In the subsequent sessions, Mr. Fergus McBean, First Secretary for Climate and Nature at the British Embassy in Vietnam, highlighted the role of international cooperation in supporting carbon market development and driving Vietnam’s transition toward net-zero emissions. Following this, Mr. Virender Kumar Duggal, Head of Carbon Market Unit at the Asian Development Bank (ADB), discussed global lessons learned in implementing Article 6 of the Paris Agreement, while also addressing priority support needs for Vietnam in the upcoming phase. Representing South Pole, Ms. Karolien Casaer-Diez provided a private sector perspective on readiness to participate in Article 6 transactions, as well as the specific requirements that project developers and buyers expect from Vietnam’s legal framework.

Sharing practical insights, Mr. Phan Tien Thanh, Country Business Development Manager at Green Carbon Inc., presented a case study on the readiness of rice projects utilizing Alternate Wetting and Drying (AWD) techniques to participate in the international carbon market. According to him, one of the greatest current challenges is establishing a Measurement, Reporting, and Verification (MRV) system that complies with global standards, which demands significant financial, technological, and human resources. Furthermore, enterprises face various difficulties in project documentation preparation, implementation monitoring, and accessing partners in the international carbon market.

Closing the presentation series, Mr. Axel Michaelowa, Managing Director and Founder of Perspectives Climate Group, shared insights on global carbon market development trends once Article 6 of the Paris Agreement becomes fully operational.

During the panel discussion at the end of the event, experts, delegates, and business representatives exchanged views on opportunities, challenges, and solutions to foster Vietnam’s effective participation in the international carbon market in the coming time.

VNEEC will continue to accompany and support regulatory authorities, development partners, and the business community in the implementation process of Decree No. 112/2026/ND-CP, contributing to the progress toward the country’s emission reduction targets.
