On 14 August 2026, Vietnam Energy and Environment Consultancy Joint Stock Company (VNEEC), in collaboration with Power Generation Corporation 1 (EVNGENCO1), successfully organized an in-depth training course on “The Domestic Carbon Market and Greenhouse Gas Inventory Management for EVNGENCO1.” The training was attended by the Corporation’s Board of Management, representatives from relevant functional departments, as well as management personnel from its member units and four affiliated thermal power plants, namely: Uong Bi Thermal Power Plant, Nghi Son 1 Thermal Power Plant, Duyen Hai 1 Thermal Power Plant, and Duyen Hai 3 Thermal Power Plant.

The training was conducted during Vietnam’s ongoing implementation of the pilot phase of the national Emissions Trading System (ETS) for 2025–2028, marked by the successful operation of the country’s first carbon trading session, and with the domestic carbon market scheduled for official operation from 1 January 2029. During the training, VNEEC’s experts provided in-depth analysis of emissions allowance management, GHG inventory, and carbon credit offsetting mechanisms, thereby providing EVNGENCO1 with a knowledge base and strategic orientation to strengthen its preparedness and capacity to manage carbon assets as Vietnam’s domestic carbon market continues to take shape and develop.
The training opened with an overview of carbon pricing and market development trends in Vietnam. The presentation focused on the nature and role of the ETS, as well as the mechanisms for the generation and trading of different types of carbon credits currently available. In addition, the legal framework, development and operational roadmap, and detailed design of Vietnam’s domestic carbon market during the pilot phase were systematically presented, helping the corporation and its member units gain a timely understanding of the emerging market framework.
VNEEC’s experts also provided further insights into requirements for reporting GHG inventory data, as well as the principles and methodologies for emissions allowance allocation and the determination of sector-specific adjustment factors applicable to the thermal power sector. On this basis, the experts outlined a practical roadmap for market participation and provided strategic recommendations to support EVNGENCO1 in proactively developing risk management approaches and optimizing the corporation’s carbon asset resources.
During the discussion session, VNEEC’s experts directly addressed a number of key technical and legal issues raised by EVNGENCO1’s team. Practical questions were discussed in detail, ranging from eligibility requirements for carbon credit offsetting and procedures for registering and operating accounts on the National Registry to the distinction between carbon credit transactions and International Renewable Energy Certificates (I-RECs). The two parties also engaged in in-depth discussions on solutions for standardizing coal consumption data, mandatory independent verification mechanisms, and, in particular, internal transfer of emissions allowances among the corporation’s member units. These practical recommendations provided EVNGENCO1 with clearer directions and supported its transition from a passive compliance approach towards a proactive carbon asset management strategy based on its actual emissions balance.
