On June 25–26, 2026 in Ho Chi Minh City, and on June 29–30, 2026 in Hanoi, Energy and Environment Consultancy Joint Stock Company (VNEEC) supported the Department of Climate Change under the Ministry of Agriculture and Environment (MAE) alongside the Japan International Cooperation Agency (JICA), in organizing the Workshop on “Training on the facility-level greenhouse gas (GHG) inventory reporting system and GHG emission mitigation for thermal power, cement, and iron & steel sectors”.

The Workshop aimed to update participants on new regulations and policies concerning GHG emission mitigation. Additionally, it sought to build capacity for thermal power plants, as well as iron, steel, and cement production facilities, in reporting GHG inventories and gaining hands-on practice with the National GHG Emission Management System.

Opening the Workshop, Mr. Luong Quang Huy, Head of the Division of GHG emission mitigation and Ozone layer protection, Department of Climate Change, MAE, emphasized the importance of building capacity for enterprises as Vietnam steps up the operationalization of its carbon market.

Representing JICA, Ms. Makiko Inamori, Project Formulation Advisor, also delivered her welcome remarks to the Workshop. She reaffirmed that JICA will continue to stand alongside Vietnam, sharing practical experiences from Japan and supporting Vietnam in achieving its emission reduction targets.

Moving into the technical sessions, Mr. Luong Quang Huy, Head of the Division of GHG emission mitigation and Ozone layer protection, Department of Climate Change, MAE, provided updates on the latest legal regulations regarding GHG inventories and emission mitigation. His presentation focused on the key novelties introduced in Decree No. 119/2025/ND-CP, the GHG inventory roadmap, and the reporting responsibilities of facilities subject to mandatory inventories. Notably, the list of facilities required to conduct GHG inventories has been expanded to 2,166 entities pursuant to Decision No. 13/2024/QD-TTg. Consequently, delegates gained a clearer understanding of compliance requirements and the necessary preparations for the upcoming reporting period.

Bringing an international perspective, Ms. Akiko Ishii, Technical Expert of the SIM-NDC Project, JICA, provided updates on prominent global trends, including emission trading systems (ETS) and the Carbon Border Adjustment Mechanism (CBAM). Drawing on practical lessons from global enterprises, she emphasized that proactive emission management is not merely a compliance responsibility, but also a core element that enables businesses to sharpen their competitive edge in the global market.

Following the program, Mr. Nguyen Tien Hai, Technical Expert on GHG inventories, introduced the methodology for identifying and calculating facility-level GHG emissions in the context of ETS implementation. Drawing on specific examples from the thermal power, cement, and iron and steel sectors, he provided detailed guidance on identifying emission sources, collecting activity data, and applying appropriate calculation factors. Notably, the presentation also clarified requirements regarding inventory boundaries, emission scopes for quota allocation, and reporting practices.

Concluding the technical sessions, Mr. Duong Anh Dung, SIM-NDC Project Expert on GHG inventories from VNEEC, and Ms. Akiko Ishii presented the structured steps for developing facility-level GHG emission mitigation plans. The implementation roadmap was guided in detail, ranging from setting targets and assessing the mitigation potential of individual solutions, to constructing implementation programs and establishing monitoring mechanisms. Furthermore, the experts shared practical experiences on mainstreaming these activities into investment and business strategies to optimize long-term sustainability.

To support enterprises in operationalizing GHG inventory and emission management practices, Mr. Wataru Tohze, JICA’s Technical Expert on Online GHG Inventory Systems, introduced the Facility-Level GHG Inventory Reporting System and navigated through the reporting workflow on the platform. Business representatives gained the opportunity to engage in hands-on practice, directly inputting data, calculating emissions, and finalizing reports utilizing the system’s tools.

During the final discussion session of the program, delegates raised questions, shared insights, and engaged in direct exchanges with the experts regarding the topics presented.

Moving forward, VNEEC will continue to stand alongside stakeholders to deploy technical assistance and training initiatives in the fields of GHG inventory, emission mitigation, and carbon markets, actively contributing to the country’s sustainable development goals.
