On 6 November 2025, in Ha Tinh province, Energy and Environment Consultancy Joint Stock Company (VNEEC) successfully conducted a training course on greenhouse gas (GHG) inventory under the project “Support to Vietnam for the Implementation of the Paris Agreement – Phase II (VN-SIPA II)”. The project is jointly implemented by the Ministry of Agriculture and Environment (MAE) and the Federal Ministry for Economic Affairs and Climate Action of Germany (GIZ) through the International Climate Initiative (IKI). Its objective is to develop provincial GHG inventory guidelines and provide specialised training tailored to the needs and capacities of local authorities.

The training course equips participants with a systemized understanding of policy frameworks and legal requirements related to emission reduction and GHG inventory. It also provides guidance on data collection, standardisation, and processing in accordance with national regulations. In addition, the programme supports local authorities in developing emission reduction plans, strengthening technical and governance capacities, and preparing for future participation in the carbon market.

In his opening remarks, Mr. Tran Huu Khanh, Deputy Director of Ha Tinh Department of Agriculture and Environment, emphasised Vietnam’s national goals for sustainable development and green economic transition. He highlighted that, as Vietnam commits to achieving net-zero emissions by 2050, halting deforestation, and reducing methane emissions by 30% by 2030, the synchronised implementation of relevant policies and the establishment of a functioning carbon market are both essential.

He noted that Ha Tinh, being highly vulnerable to climate impacts and home to several major high-emission industries, faces an urgent need to strengthen its capacity to implement environmental policies. He affirmed that the training represents a valuable opportunity for local officials to acquire fundamental knowledge, practical skills, and structured methodologies to deliver on upcoming national tasks.

At the beginning of the technical session, Ms. Dang Hong Hanh, Co-founder and Executive Director of VNEEC, outlined the training’s objectives, methods, expected outcomes, and pre-training assessment. She then provided an overview of climate change, international commitments, GHG inventory activities, and ozone layer protection. In connection with Vietnam’s commitments at COP26, she also clarified the legal framework, inventory tiers, procedural steps, and key requirements aligned with IPCC guidelines.

Following that, Ms. Nguyen Hong Loan, Project Coordinator and AFOLU Expert, delivered a session on the fundamentals of provincial-level GHG inventory. Participants were introduced to basic terminology; sector and sub-sector classifications under IPCC guidelines; general formulas; and quality assessment indicators. Ms. Loan also highlighted the five core principles of GHG inventory – transparency, completeness, consistency, comparability, and accuracy – which ensure reliability and enable long-term tracking of results.

The session also clarified the provincial GHG inventory process and the responsibilities of relevant stakeholders at each stage. Key steps include defining the inventory scope and data collection methods; collecting and validating activity data; selecting appropriate emission factors; performing calculations and quality assurance/quality control; assessing uncertainties; and compiling the final inventory report.

In the next part of the programme, participants were divided into two specialised groups for parallel technical sessions. Group 1 focused on the energy, industrial processes, and product use sectors; while group 2 concentrated on waste, agriculture, forestry, and other land use. Ms. Dang Hong Hanh served as Consultant Team Leader for this session, joined by Ms. Nguyen Hong Loan and Mr. Nguyen Tien Hai, an expert in energy and IPPU.

Towards the end of the programme, Ms. Loan provided guidance on how to use GHG inventory results for planning and policy integration, strengthening data-sharing mechanisms, enhancing inter-sectoral coordination, and incorporating gender considerations in the inventory process. Participants also engaged in discussion and received clarifications to reinforce their understanding and prepare for practical application.

The training course equipped Ha Tinh’s officials and technical staff with both foundational theory and hands-on skills for conducting GHG inventory. It also enabled the province to access international experience, standardise methodologies, improve governance capacity, and integrate more deeply into global climate policy frameworks.

As the technical consultant for the project, VNEEC remains committed to supporting stakeholders in their GHG inventory and emission-reduction efforts, contributing to Vietnam’s goal of achieving net-zero emissions by 2050.
