Background

To address the country’s growing energy needs while mitigating the effects of climate change, the Government of Viet Nam has developed an investment plan in coordination with the Asian Development Bank (ADB), members of the World Bank Group (WB – IDA, IFC), and key Vietnamese stakeholders, to access funding from the Clean Technology Fund (CTF). This fund targets low carbon investments in the power, transport, and industrial sectors and is expected to mobilise additional financial support and contribute to significant greenhouse gas emissions (GHG) reductions, accelerating Viet Nam’s progress towards its low carbon energy and development objectives.

In order to ensure the success of the final projects financed by the CTF, this project aims to offer technical assistance to Viet Nam to strengthen its capacity in measuring, reporting, and verifying climate change mitigation actions.

Vietnam is one of the beneficiaries of the CTF with five projects under implementation:

Objectives

The main objective of the “TA-9055 VIE: Mainstreaming Climate Change Mitigation into National infrastructure” is to support the Ministry of Natural Resources and Environment, relevant line ministries and other sector agencies and stakeholders in:

  • developing and strengthening MRV systems for the on-going and future CTF funded projects according to the CTF reporting requirements;
    • developing sector MRV guidelines;
    • enhancing and coordinating agencies’ institutional and technical capacities.
