On April 16, 2026, Ms. Dang Hong Hanh, Co-founder and CEO of Energy and Environment Consultancy Joint Stock Company (VNEEC), participated in the panel discussion at the launch webinar for the ICAP Status Report 2026: Emissions Trading Worldwide. The event was organized by the International Carbon Action Partnership (ICAP) to provide the latest updates on the implementation of emissions trading systems (ETS) globally, while creating a forum for countries to exchange views on development trends and the role of the system in achieving climate commitments. Acknowledging Vietnam’s recent progress in establishing the institutional framework and sectoral scope for its Pilot ETS, the ICAP Secretariat formally invited the Vietnamese representative to participate in the global launch webinars to share the latest domestic updates and reflect on broader international trends.

During the discussion, Ms. Hanh shared several important updates regarding the implementation of the ETS in Vietnam. Accordingly, Vietnam has completed the initial step of allocating emission quotas to 110 facilities in key sectors such as thermal power, steel and cement, with a significant total volume of allocation.

Ms. Hanh stated that while Vietnam demonstrates a high level of policy readiness, several technical challenges remain, particularly regarding market infrastructure, data quality, and the capacity of participating stakeholders. Additionally, the carbon credit mechanism has not yet been finalized, which could lead to a potential shortage of credit supply during the initial operational phase.
She also emphasized the importance of enhancing market transparency, increasing training for participating facilities, and managing expectations regarding trading volume during the pilot stage. According to her, the current phase should be viewed as a learning and preparation process, laying the foundation for the full operation of the ETS in the future.
The discussions at the webinar provided practical insights into the ETS implementation process across various countries, while clarifying the opportunities and challenges for emerging markets like Vietnam. VNEEC’s participation continues to affirm its role in connecting and contributing professional expertise to the development of the domestic carbon market, aiming for the national Net Zero goal.
