On October 21, 2026, in Hanoi, the Department of Climate Change under the Ministry of Agriculture and Environment, in collaboration with the United Nations Development Programme (UNDP), organized the Closing Workshop for Project “Strengthen Vietnam’s capacities to manage data flows and report information adequately to fulfil the enhanced transparency framework of the Paris Agreement requirements (CBIT)”.
Funded by the Global Environment Facility (GEF) through UNDP, the project was implemented from April 2022 to October 2026, with Energy and Environment Consultancy Joint Stock Company (VNEEC) serving as the technical consultancy unit. The project aimed to assist Vietnam in progressively meeting the transparency reporting requirements under the Paris Agreement, ranging from greenhouse gas (GHG) inventories and Nationally Determined Contribution (NDC) progress tracking to climate finance information management.

A central pillar of the project was a series of capacity-building Training Workshops on Enhanced Transparency Framework (ETF) implementation, conducted in Hanoi, Da Nang, and Ho Chi Minh City, with direct instruction provided by VNEEC experts. The training program targeted two main participant groups: representatives from provincial departments, sectors, enterprises, universities, and research institutes; and a network of Trainers of Trainers (ToT) responsible for cascading knowledge across sector-specific and local levels. Participants were updated on ETF requirements for GHG inventories and NDC tracking, alongside technical inventory guidance adhering to the 2006 IPCC Guidelines across four sectors: Energy, IPPU, AFOLU, and Waste. In addition to theoretical sessions, participants engaged in hands-on reporting practice using electronic tools and software systems for GHG inventory and mitigation tracking.

Results announced at the Closing Workshop demonstrated that numerous targets exceeded initial projections. The project directly supported 699 individuals, surpassing the target of 400. A total of 147 ToTs were trained, exceeding the goal of 90. Out of GEF’s 12 evaluation indicators, the project achieved an Excellent rating for 4 indicators and Good for the remaining 8. Key deliverables included GHG inventory and mitigation tracking software, standardized electronic reporting templates, and sector-specific technical inventory guidelines. Moving forward, these assets will be handed over for continuous refinement and gradual integration into the national GHG management system.
Through the CBIT Project, VNEEC reaffirms its role as a trusted partner alongside state management authorities and development partners in enhancing climate transparency capacity. VNEEC will continue contributing its technical expertise to support Vietnam in effectively implementing its Paris Agreement commitments and striving toward the net-zero emissions target by 2050.
