From October 25 to 30, 2026, a representative from Energy and Environment Consultancy Joint Stock Company (VNEEC) participated in a Capacity-building program on greenhouse gas (GHG) emissions management and emissions trading scheme (ETS) implementation in Seoul and several localities in the Republic of Korea. The program was hosted by the Asian SMEs Innovation Center (ASEIC), supported by the Ministry of SMEs and Startups of the Republic of Korea (MSS), and advised by ECOEYE.

The delegation was led by Mr. Bui Duc Hieu, Deputy Director General of the Department of Climate Change (DCC) under the Ministry of Agriculture and Environment. The delegation members included representatives from the DCC, the Ha Tinh Department of Agriculture and Environment, consulting firms operating in carbon markets, emission reductions, and environmental sectors such as VNEEC, RCEE, and EIC, as well as representatives from the Vinh Tan BOT Thermal Power Plant.

Opening the mission, the delegation worked with the Global Green Growth Institute (GGGI) to explore the Global Verified Carbon Market (GVCM) initiative and cooperation opportunities under Article 6 of the Paris Agreement. At the program’s opening ceremony, DCC and ASEIC exchanged a Letter of Intent for cooperation. Furthermore, businesses from both countries exchanged four Memoranda of Understanding (MOUs) on cooperation, opening up joint development opportunities in GHG mitigation and carbon markets.

The delegation then visited the Paju Energy Service LNG power plant owned by SK Innovation E&S, a participating facility in the Korea Emissions Trading Scheme (K-ETS), to learn about practical GHG emissions management and compliance obligations. Next, the delegation met with the Korea Environment Corporation (KECO), which supports the operation of the K-ETS. During this meeting, VNEEC representative presented the progress of ETS establishment and implementation in Vietnam. Both sides also discussed emission allowance allocation methods based on benchmark standards and historical data, alongside lessons learned from Phase 4 of the K-ETS.

Over the following days, topics concerning GHG verification and inventories were discussed in greater depth at the National Institute of Environmental Research (NIER) and the GHG Inventory and Research Center of Korea (GIR). At NIER, the delegation learned about regulatory competency requirements and quality management for independent validation and verification bodies. At GIR, VNEEC representative presented Vietnam’s GHG inventory regulations supporting the ETS, while the Korean side introduced their national GHG inventory and data management system.

The visit contributed to strengthening technical exchanges and fostering cooperative ties between authorities, organizations, and enterprises of both countries in GHG emissions management and carbon market development. VNEEC will apply the knowledge and experience gained in its consultancy practices, accompanying regulatory bodies and businesses through the implementation of GHG inventory, MRV, and carbon market regulations in Vietnam.
