On October 23, 2026, in Quang Ninh, representatives from Energy and Environment Consultancy Joint Stock Company (VNEEC) delivered a presentation at the Workshop “Promoting green transition and low-Carbon emissions in the construction sector: Carbon markets and action plan development”. The event was co-organized by the Friedrich-Ebert-Stiftung (FES) Vietnam Office and the Academy of Construction Strategy and Cadres Training (ACST).
The event focused on discussing policy requirements, opportunities to participate in carbon markets, and strategic action plans for the construction sector to align with Vietnam’s commitment to achieving net-zero emissions by 2050.

At the Workshop, Ms. Dang Hong Hanh, Co-founder and CEO of VNEEC, delivered an overview of Vietnam’s legal framework for greenhouse gas (GHG) emission reduction, the implementation of international commitments, and the establishment and operation of the domestic carbon market. Regarding the construction sector, she highlighted that 411 facilities are currently required to conduct GHG inventories, primarily focusing on energy consumption and industrial processes in building material manufacturing (pursuant to Decision No. 42/2026/QD-TTg). Ms. Hanh also analyzed the roadmap for domestic carbon market development, ranging from pilot emission allowance allocation, reporting and compliance obligations, to allowance trading and the offset use of carbon credits. Furthermore, her presentation clarified the structure and operational, oversight mechanisms of the carbon registry and trading exchange.

Ms. Pham Phuong Linh, Lead of Training services at VNEEC, shared insights on Article 6 of the Paris Agreement and Vietnam’s context in joining the international carbon market. Her presentation covered the two market-based mechanisms under Articles 6.2 and 6.4, along with regulations governing the Internationally Transferred Mitigation Outcomes (ITMOs) of GHG emissions. Additionally, she provided updates on Vietnam’s bilateral cooperation progress with Japan and Singapore, while highlighting key considerations for carbon credit project development under these mechanisms. Notably, several measures within the building materials sector are already listed among those considered for international transfer with corresponding adjustments, such as adopting Best Available Techniques (BAT) to reduce emissions in industrial processes or utilizing additives in cement production.
