VNEEC accompanies the Viet Nam–Japan Delegation on a site visit to promote JCM in Viet Nam

On July 23, 2025, Energy and Environment Consultancy Joint Stock Company (VNEEC) was honored to accompany the joint Viet Nam – Japan delegation on a site visit to two outstanding projects, as part of the Forum on “Promoting business engagement in the Joint Crediting Mechanism (JCM) towards readiness for Vietnam’s carbon market” held on July 22 in Hanoi. The two projects included: the T&J Waste-to-Energy Plant in Bac Ninh Province, and the “Implementation of High-Efficiency Amorphous Core Transformers” project by Hanoi Power Corporation (EVN Hanoi). The site visit was one of several activities under the Forum, aimed at enhancing the readiness of Vietnamese businesses to engage in the carbon market through JCM cooperation.

The delegation comprised representatives from Ministry of the Environment of Japan, Embassy of Japan in Viet Nam, Overseas Environmental Cooperation Center (OECC), Institute for Global Environmental Strategies (IGES), and  Article 6 Implementation Partnership (A6IP). On the Vietnamese side, participants included officials from Ministry of Agriculture and Environment, Department of Climate Change (DCC), Bac Ninh Provincial People’s Committee and relevant departments, EVN Hanoi, VNEEC, and other related agencies.

In Bac Ninh, the delegation visited the T&J Waste-to-Energy Plant, a typical JCM project jointly developed by Thuan Thanh Environment JSC (Viet Nam) and JFE Group (Japan). The plant processes 500 tons of waste per day, with a power generation capacity of 9.6 MW connected to the grid. The project received financial support from various sources, including 2 billion Japanese yen from the JCM scheme. It not only addresses local environmental challenges but also reduces around 40,000 tonnes of CO₂ equivalent per year.

During the working session, stakeholders discussed project performance, carbon credit sharing mechanisms, and the potential to replicate this model in other localities. Mr. Nguyen Tuan Quang, Deputy Director of DCC, praised the plant’s environmental and operational effectiveness. However, he emphasized that since the carbon credit issuance mechanism has not yet been approved, it is necessary to strengthen bilateral coordination and communication to expand similar models across Viet Nam. Both Vietnamese and Japanese representatives acknowledged the project’s environmental and economic benefits, viewing it as a key milestone for the domestic carbon market and bilateral cooperation under the JCM.

In the afternoon, the delegation visited EVN Hanoi to learn about the “Implementation of High-Efficiency Amorphous Core Transformers” project — a prominent initiative under the JCM framework. During the meeting, the parties shared results on the new equipment’s effectiveness in reducing electricity loss and greenhouse gas emissions. EVN Hanoi also expressed the need to expand the installation of energy storage systems (VET) at substations, given the seasonal variability in electricity demand, and hoped to receive financial support through mechanisms like the JCM.

Japanese experts and EVN Hanoi specialists also held technical discussions on carbon credit registration and usage, expressing expectations to integrate JCM credits into Viet Nam’s domestic carbon market in the near future.
