Son Lam Company Limited (Project owner of Song Chung Hydropower project) coordinated with Energy and Environment Consultancy Joint Stock Company – VNEEC (Consultant unit) and Carbon credit buyer – Swiss Carbon Assets Ltd. to conduct renewal of the 2nd crediting period for Song Chung HPP.

The 2nd crediting period of the project is from 06/05/2018 to 05/05/2025.

Summarize on “Song Chung Hydropower Project”

The project activity involves the construction of Song Chung Hydropower plant, which is located on Con river in Yen Binh, Tien Nguyen and Tan Nam communes, Quang Binh district, Ha Giang province, Vietnam. The project’s installed capacity and estimated annual gross power generation is 19.5 MW and 63,420 MWh, respectively.

The project activity will generate renewable power, which will displace part of the electricity otherwise supplied by fossil fuel fired power plants. Thus, GHG emission reductions are achieved via this project activity.

General contributions towards national sustainable development:

Sustainable environment

  • The project encourages the use of hydroelectricity to produce electricity, replaces electricity production from other energy sources (mainly fossil fuels), contributes to reduce emissions (emissions caused by contaminant, unit of energy generated) including greenhouse gas (GHG) emissions;
  • As a renewable energy source, hydroelectricity is used to produce electricity, contributing to resource conservation and reducing dependence on fossil fuels as well as the need to import fuel for power generation purposes

Sustainable economic

  • Viet Nam has suffered a critical electricity shortage as a consequence from rapidly increasing demand and insufficient supply, thereby imposing negative impacts on economic growth as well as on daily lives of people. This project activity will be a contribution towards closing the supply and demand gap.
  • Reducing reliance on exhaustible fossil fuel-based power sources and also reducing the import of fuels for the purpose of power generation.
  • This project activity increases the industrial share in the economic structure of Ha Giang – the poor mountainous province in Viet Nam.
  • By supplying a stable and high electric output, this project activity facilitates the industrialization process of the province and lever the performance of traditional trade villages as well as tourism industry and services inside the province.

Sustainable society

  • This project activity contributes directly to improve the low-quality infrastructure systems of Yen Binh, Tien Nguyen and Tan Nam communes where only minority ethnics settle.
  • The communication system and clean water treatment serving for workers of the project during both construction and operation phases will be shared with local people. Besides, new jobs will be created during construction and operation phases. The project activity could result in the employment of the local people for the construction and operation of the hydropower plant later on.

Sustainable technology

  • Modern and highly efficient turbines and generators are being used in the project and the power transmission will be at high voltage to ensure low losses. The project activity will contribute to accelerate the deployment of renewable energy technologies in Viet Nam
  • Song Chung hydropower project supports technological and know-how transfer from other regions or even other countries through trainings and practical works.

In conclusion the project activity will contribute positively towards sustainable development and be consistent with the energy policies set by the Government of Vietnam. Therefore, it satisfies the sustainable development criteria for CDM projects set by the DNA of Vietnam.
