VNEEC currently serves as the lead consultant supporting project developers in preparing dossiers to transition programs and projects registered under the Clean Development Mechanism (CDM) to the Article 6.4 Mechanism of the Paris Agreement. This process follows guidelines from the Ministry of Agriculture and Environment (MAE)*. The transition process is implemented in accordance with UNFCCC regulations and MAE requirements, incorporating guidance from the Article 6.4 Supervisory Body and procedural requirements issued by the MAE. These regulations mandate that CDM project proponents submit a Letter of Request (LoR) for transition during the transition period.

Projects seeking to continue being considered for valid credit issuance after 2025 must complete the following steps: update project information according to Article 6.4 standards, prepare the transition dossier, and obtain a host country Letter of Approval (LoA) using form A6.4-FORM-AC-003. After the transition period concludes, CDM projects that have not submitted a request or received approval for transition will no longer be eligible to generate credits within the UNFCCC framework.

The transition from CDM to Article 6.4 holds strategic significance for investors and the Vietnamese carbon market.
