On 26/7/2025, Ms. Dang Hong Hanh – Co-founder and Managing Director of Energy and Environment Consultancy Joint Stock Company (VNEEC) – together with VNEEC’s technical expert team, delivered a presentation at the workshop on the “Draft Nationally Determined Contribution of Vietnam for the 2026–2035 Period.” The event was organized by the Department of Climate Change (DCC) under Ministry of Agriculture and Environment with the participation of representatives from Ministry of Industry and Trade, Ministry of Construction, members of the technical group, and experts contributing to the development of Viet Nam’s NDC 3.0.
The workshop served as an opportunity for DCC, lines Ministries, and experts to review initial results on greenhouse gas (GHG) emission reduction and climate change adaptation calculations. It also provided a platform to discuss content, scenarios, and solutions to finalize the draft NDC for the 2026–2035 period (also known as NDC 3.0). The overarching goal of NDC 3.0 is to enhance ambition and update Vietnam’s commitments to climate action, aiming for net-zero emissions by 2050 and strengthening national adaptive capacity. The draft also emphasizes clarity, transparency, and accessibility, ensuring that Vietnam contributes responsibly and proactively to global climate efforts.

To support the drafting process, experts collected data from various sources such as government agencies, local authorities, and enterprises during the 2021–2024 period, ensuring a reliable database. At the workshop, expert groups presented research findings focusing on: The emission reduction potential of each sector and comparison with Business-as-Usual (BAU) scenarios; Clarification of assumptions underlying BAU and mitigation proposals; Distinction between unconditional and conditional measures; Comparisons with the NDC 2022; and the proposal of specific targets for NDC 3.0 across sectors and at the national level.
Within the program framework, Ms. Dang Hong Hanh, Co-founder and Managing Director of VNEEC, presented two key reports:
- “Assessment of Implementation of GHG Mitigation Measures in the NDC for the Sectors: Energy, Agriculture, Land Use, Land-Use Change and Forestry (LULUCF), Waste Management, and Industrial Processes and Product Use (IPPU)”; and
- “Waste Sector’s Contribution to NDC 3.0.”
These reports provided updated data, analyzed progress and remaining challenges in the implementation of the NDC 2022, and proposed measures to enhance sectoral contributions to the national emission reduction targets in NDC 3.0. The findings were highly appreciated due to the thorough research and meticulous consultations with various ministries.
In addition, the workshop featured multiple thematic sessions on energy; agriculture; LULUCF; IPPU; and the socio-economic impacts of mitigation and adaptation measures. These discussions laid the groundwork for in-depth analysis of BAU, as well as the advantages and disadvantages of different options. The event marked a significant step forward in finalizing NDC 3.0, promoting stronger collaboration among stakeholders, and enhancing the effectiveness of Vietnam’s GHG mitigation efforts in the upcoming period.
