On August 22, 2025, the Kick-off Meeting for the Technical Assistance initiative “Analysis of Opportunities for Forest Carbon Credit Transactions in the Context of Vietnam” was held under the sponsorship of the World Bank. This initiative is an important step in supporting the Ministry of Agriculture and Environment in effectively utilizing surplus Emission Reductions (ERs) from the North Central Region (NCR) Emission Reductions Program and other ER programs. At the same time, it opens up directions for the commercialization of carbon credits in both domestic and international markets, in line with Vietnam’s carbon market development roadmap.

The Energy and Environment Consultancy Joint Stock Company (VNEEC) serves as the lead partner in the contractor consortium, in collaboration with South Pole Group (Switzerland). The Technical Assistance is scheduled to be implemented from August to November 2025, with two main components:

  • The first component focuses on a detailed assessment of options for the use and commercialization of surplus ERs from the NCR program and other emission reduction programs in Vietnam.

  • The second component focuses on reviewing and evaluating legal and institutional framework requirements for carbon market transactions, while also compiling a list of potential buyers, including governments, compliance and voluntary businesses, as well as intermediaries.

The kick-off meeting was attended by representatives from the World Bank – the sponsoring organization – and members of the contractor consortium. During the meeting, participants engaged in lively discussions and reached consensus on common objectives, methodological approaches, and key next steps. This marked an important starting point, laying the foundation for close cooperation to ensure the project’s success in the coming months.

Through this Technical Assistance, VNEEC continues to affirm our position as one of the leading consultancy firms in the field of energy and environment, while also pioneering in developing carbon market solutions in Vietnam.
