On 4-5 November 2025, in Quang Tri province, Energy and Environment Consultancy Joint Stock Company (VNEEC) successfully organised a training course on greenhouse gas (GHG) inventory under the project “Support to Vietnam for the Implementation of the Paris Agreement – Phase II (VN-SIPA II)”. Running from September to November 2025, the project is implemented by the Ministry of Agriculture and Environment (MAE) in cooperation with the Federal Ministry for Economic Affairs and Climate Action of Germany (GIZ), through the International Climate Initiative (IKI). It aims to develop provincial GHG inventory guidelines and deliver tailored training programmes suited to the capacities of each locality.
The first day of the training focused on a plenary session providing an overview of GHG inventories, legal frameworks, implementation procedures, and the roles and responsibilities of provincial stakeholders. Participants discussed key steps in the GHG inventory process, from data collection to compilation and reporting. On the second day, trainees joined sector-specific sessions on energy, industry, waste, agriculture, and land use. These provided hands-on practice in conducting GHG inventories, identifying potential mitigation options, and exploring ways to use inventory results in provincial planning and climate policy coordination.
In his opening remarks, Mr. Pham Xuan Hao, Deputy Director of Quang Tri Department of Agriculture and Environment, emphasized Vietnam’s ongoing efforts to address climate change and deliver on its international mitigation commitments. Vietnam’s updated 2022 Nationally Determined Contribution (NDC) set a target of reducing 15.8% of GHG emissions by 2030, with the potential to reach 43.5% with international support. Strengthening provincial GHG inventory capacity is identified as a key measure to help achieve these goals.

Following an introduction to training objectives, methodologies, expected outcomes and the pre-training assessment, Ms. Dang Hong Hanh, Co-founder and Executive Director of VNEEC, delivered an overview of GHG inventories. Her presentation provided a broad picture of climate change and global response efforts, including GHG inventory systems and ozone layer protection. In line with Vietnam’s 2050 net-zero commitment at COP26, she also touched on the relevant legal framework, inventory tiers, organisational procedures, and IPCC-guided inventory requirements.
Continuing the technical programme, Ms. Nguyen Hong Loan, Project Coordinator and AFOLU Specialist, presented key concepts on provincial GHG inventories. The session covered essential terminology, sector categorisation following IPCC guidelines, basic formulas, and quality control indicators. She emphasised five core principles of GHG inventories – transparency, completeness, consistency, comparability, and accuracy – to ensure the reliability and traceability of inventory results over time.

Ms. Loan also introduced the full provincial GHG inventory process, clarifying the responsibilities of stakeholders across each stage. The general steps include defining the inventory scope and data collection methods; collecting and verifying activity data; selecting emission factors; calculating emissions and conducting quality assurance and quality control; assessing uncertainties; and preparing inventory reports.
Before the day’s wrap-up session, she guided participants through the procedures for reviewing and validating GHG inventory data submitted by facilities. The presentation highlighted the responsibilities of provincial authorities in receiving, assessing, and compiling facility-level reports, as well as key requirements stipulated in Decree 06/2022/ND-CP and Decree 119/2025/ND-CP.

On the second day, the programme moved into parallel sectoral training sessions, enabling participants to gain practical, context-specific experience in GHG inventory methods. Ms. Dang Hong Hanh, as the Consultant Team Leader, facilitated the waste sector session; Ms. Nguyen Hong Loan led the AFOLU session; and Mr. Nguyen Tien Hai, energy and IPPU specialist, delivered the training for these respective sectors.
During the final plenary discussion, trainees were guided on how to apply GHG inventory results to planning processes, intersectoral coordination, database development, and integrating gender considerations throughout the inventory process, advancing a more inclusive and sustainable development model.

Over the course of two days, the training equipped participants with both theoretical knowledge and practical skills for conducting GHG inventories at facility and provincial levels. The programme not only strengthened local officials’ understanding of inventory procedures, methodologies, and technical requirements, but also enhanced their capacity to plan and implement GHG mitigation actions.
As the project’s technical consulting unit, VNEEC reaffirms its commitment to supporting and accompanying stakeholders in GHG inventory and emission reduction efforts, contributing to Vietnam’s goal of achieving net-zero emissions by 2050.
