On 24/7/2025, under the chairmanship of Ministry of the Environment of Japan (MOEJ), Energy and Environment Consultancy Joint Stock Company (VNEEC), in collaboration with the Overseas Environmental Cooperation Center (OECC), Institute for Global Environmental Strategies (IGES), and Article 6 Implementation Partnership (A6IP), organized the Investment Consultation Meeting on the Joint Crediting Mechanism (JCM) and Carbon Market in Vietnam at the Saigon Prince Hotel, Ho Chi Minh City.
The meeting was related to the Forum on “Promoting Business Participation in the Joint Crediting Mechanism (JCM) towards Readiness for Vietnam’s Carbon Market”, which took place on July 22 in Hanoi. The Forum aimed to enhance understanding and foster connections among businesses in developing greenhouse gas (GHG) mitigation projects under the JCM framework.
In the opening remarks, Mr. Iino Satoru, Director General of the Global Environment Bureau, MOEJ, emphasized that the JCM is an effective tool to support partner countries—including Vietnam—in achieving net-zero emissions. The JCM not only helps reduce the cost of decarbonization technology deployment but also generates credits that can be used for NDC implementation and domestic carbon markets.

With over 250 projects implemented in 30 countries—including 48 in Vietnam—the JCM is becoming a key mechanism for implementing Article 6 of the Paris Agreement, bringing both environmental and financial benefits.
Mr. Kazuhisa Koakutsu, Director of A6IP, provided a summary of the prior forum in Hanoi, noting that Vietnam has established a strong legal foundation for developing a carbon market, including Decree No. 06/2022/ND-CP and the plan to launch a domestic carbon credit exchange in 2025–2026.
Representatives from Japanese and Vietnamese businesses shared key challenges in the JCM project cycle, such as issuance of Letters of Authorization (LOA), approval of methodologies, development of MRV systems, and credit valuation. Participants agreed on the need to strengthen public-private coordination mechanisms, enhance technical information sharing, and build capacity for Vietnamese enterprises to access the JCM.
As a co-organizer, VNEEC shared hands-on experience from developing more than 175 carbon credit projects under mechanisms such as CDM, VCS, and GS, while also playing an active role in national policy advisory work on GHG mitigation and renewable energy development. Ms. Dang Hong Hanh, Co-founder and Managing Director of VNEEC, delivered a detailed presentation on the carbon project development process—from project design, validation, registration, issuance of credits, monitoring, to verification. She highlighted the importance of integrating crediting and investment project development from the outset to ensure compliance with the technical requirements of the JCM.

In the afternoon, bilateral consultation sessions were held between Japanese and Vietnamese enterprises operating in sectors such as energy, waste treatment, environmental technology, and green industry. Discussions focused on potential technologies including: amorphous core transformers, biomass energy, waste-to-energy incineration, solar-plus-storage systems, and smart decarbonization solutions for industrial parks. These are high-potential areas aligned with Vietnam’s green transition pathway and decarbonization priorities.

Through this event, VNEEC reaffirmed its commitment to supporting businesses in designing and implementing emission reduction projects under the JCM and other crediting mechanisms.
