On July 23, 2026, in Hanoi, Energy and Environment Consultancy Joint Stock Company (VNEEC) supported the Department of Climate Change (DCC) under the Ministry of Agriculture and Environment (MAE), the Southeast Asia Energy Transition Partnership (ETP), the United Nations Office for Project Services (UNOPS), and relevant stakeholders in organizing the Forum: “Promoting Cooperation on Internationally Transferred Mitigation Outcomes Towards the Implementation of National and Corporate Emission Reduction Commitments.

The event took place following the Government’s issuance of Decree No. 112/2026/ND-CP on the international transfer of greenhouse gas (GHG) emission reduction outcomes and carbon credits. This decree establishes a crucial legal foundation for Vietnam to step-by-step implement activities under Article 6 of the Paris Agreement. The Forum provided a timely platform for stakeholders to discuss opportunities, challenges, and future orientations to foster cooperation between Vietnam and international carbon market partners.

In his opening remarks, Mr. Nguyen Tuan Quang, Deputy Director General of DCC, MAE, emphasized that finalizing the new legal framework is just the beginning. To effectively participate in the international carbon market, Vietnam must continue enhancing capacity, ensuring transparency, and strengthening active engagement from the business community.

Representing ETP, UNOPS, Mr. John Robert Cotton, Deputy Director of ETP, delivered welcoming remarks at the Forum, praising Vietnam for demonstrating a pioneering role in carbon market development within the region. According to Mr. Cotton, setting clear targets, formulating concrete plans, and demonstrating decisive implementation will be critical factors for Vietnam to capitalize on opportunities from the international carbon market.

Following the agenda, Mr. Nguyen Thanh Cong, Deputy Director of Carbon Market Division, DCC, updated participants on the regulations governing international transfers of mitigation outcomes. His presentation highlighted key aspects under Article 6.2 and Article 6.4 of the Paris Agreement, as well as independent carbon standards. He emphasized the principle of prioritizing Vietnam’s Nationally Determined Contributions (NDC) targets and the mandatory requirement that all transfer activities be registered on the National Registry System.

Kicking off the series of in-depth discussions, Session 1: “Opportunities to link with international carbon markets”, was moderated by Ms. Dang Hong Hanh, Co-founder and Managing Director of VNEEC. The session convened international speakers from development organizations, diplomatic missions, and entities directly engaged in global carbon credit trading, including:

  • Mr. John Robert Cotton, Deputy Director, ETP, UNOPS;
  • Mr. Fergus McBean, First Secretary Climate and Nature, British Embassy in Vietnam;
  • Mr. Kazuhisa Koakutsu, Director, Paris Agreement Article 6 Implementation Partnership Center;
  • Mr. Gilles Dufrasne, Policy Expert, Task Force for International Carbon Pricing and Markets, DG CLIMA, European Commission;
  • Dr. Axel Michaelowa, Senior Founding Partner, Perspectives Climate Group;
  • Ms. Roxanne Tan, Senior Managing Consultant, South Pole.

The panel discussion focused on the opportunities and challenges facing Vietnam as it integrates into the international carbon market. Speakers highlighted the importance of strengthening the institutional framework, ensuring the quality and environmental integrity of carbon credits, and expanding access to carbon finance. Drawing on global experience and practical lessons from carbon market implementation, the panelists shared recommendations to enhance Vietnam’s competitiveness, build greater confidence among international buyers, and effectively leverage the opportunities offered under Article 6 of the Paris Agreement.

The Forum then shifted its focus to practical implementation in Vietnam through Session 2: “Readiness of Vietnamese Enterprises”, moderated by Ms. Nguyen Hong Loan, Director of Green Climate Innovation Company Limited (GreenCIC). Speakers for Session 2 included:

  • Mr. Pham Nam Hung, Carbon Market Division, DCC;
  • Mr. Nguyen Tien Hai, Technical Director, VNEEC;
  • Mr. Hoang Anh Dung, Director of INTRACO;
  • Mr. Tran Ky Anh, Carbon Credit Transaction Manager, VinGroup;
  • Mr. Phan Tien Thanh, Country Business Development Manager, Green Carbon Japan Vietnam Co., Ltd.

Panelists exchanged perspectives on the readiness of Vietnamese enterprises as the international carbon market gradually opens up new opportunities. The discussion centered on analyzing key challenges in preparing emissions data, building MRV systems, and developing projects that meet global standards and the expectations of carbon credit investors and buyers. From the viewpoints of regulatory bodies, consulting firms, and businesses, the speakers shared valuable insights and proposed key priorities to build capacity for Vietnamese enterprises and foster the development of high-quality carbon credit projects in the coming period.

Following the two in-depth panel sessions, the program dedicated time to an open dialogue between delegates and speakers. Discussions revolved around policy frameworks, technical requirements, and project implementation experiences, providing businesses with practical guidance and direction as they prepare to enter the international carbon market.

Closing the Forum, Mr. Hoang Van Cuong, Vice Chairman of Vietnam Economic Science Association, summarized the key takeaways from the discussions and expressed appreciation for the valuable contributions shared by the delegates.
